Bâtir l’avenir : convention sur la diversité culturelle, politiques culturelles et enjeux de la mondialisation

The 6th Annual Ministerial Meeting of the International Network on Cultural Policy (INCP) took place in Croatia from October 16 to 18. Attended by culture ministers and representatives from observer member states, UNESCO, the Council of Europe, and the Francophonie, the meeting concluded with the adoption of a final declaration that covered funding models for culture, the international instrument on cultural diversity, interculturality, and the role of the media in promoting cultural diversity. The ministers congratulated UNESCO on its decision to “elaborate a draft international convention on the protection of the diversity of cultural contents and artistic expressions” that will be presented at the next General Conference in 2005 and agreed “to support UNESCO in every way possible over the next two years.” Revealing that the new draft version of the international instrument on cultural diversity prepared by the Working Group on Cultural Diversity and Globalization also defines the rights and obligations of governments, the needs of developing countries, and the links between culture and trade, the ministers asked the Working Group to work closely with UNESCO to help elaborate an international convention on cultural diversity, act as a “think tank,” and continue working to promote cultural diversity awareness within the appropriate international forums.
