"Les biens des services culturels ont besoin d'un régime original d'échanges"

M. Abdou Diouf, Secrétaire général de l'Organisation Internationale de la Francophonie (OIF), Port-Louis, le 17 septembre 2004 - 2004/09/17

On an official visit to Mauritius, Mr. Abdou Diouf expressed the hope that the September 2005 UN General Conference would adopt a convention on cultural diversity. He stated that “cultural and audiovisual goods and services are not commodities to be governed by World Trade Organization (WTO) rules.” He also maintained that “cultural goods and services need a new trade regime” and that “to better prepare us to move toward a universal civilization, we need a convention on cultural diversity. It will allow us and each country to develop the cultural policy of its choice according to its history, identity, and world vision.” He added that it would also “allow for diverse cultural production in southern hemisphere countries so they can participate in trade between world cultures and make globalization more human.” (Available in French) [73]
