In his address, Mr. Koïchiro Matsuura reports to participants on his followup of the General Conference on Cultural Diversity resolution inviting him to “submit a preliminary report at the 33rd session of the General Conference on the situation to be regulated as well as the potential scope of these regulations, along with a draft convention on protecting the diversity of cultural content and artistic expression.” Accordingly, he takes stock of a meeting of 13 Category VI experts he convened from December 17 to 20, 2003, to address the issue. He notably indicates that the meeting report will be distributed to member states and involved organizations (WTO, WIPO, UNCTAD) by mid-February 2004. In addition, Mr. Matsuura also says he is unable to set a specific schedule for continuing work. He wants to wait for the second meeting of independent experts, which “will go beyond general issues” to deliver “concrete writing proposals” and announces the possibility of a third meeting before summer 2004. As for WTO, WIPO, and UNCTAD, he states that he has officially informed them of the last General Conference decisions and plans to seek their opinions on “the first draft” the experts will submit to him “prior to convening the first meeting of Category II experts to ensure they have everything needed for understanding.” He undertakes to update participants on the issue at the next session of the Executive Council in April 2004.
