In this age of the information economy and the internationalization of cyberspace, the concepts of culture and creativity must be reassessed and repositioned at the center of public policy. The cultural and creative challenges unique to the information economy must be approached in terms of policies governing the production, distribution, and exploitation of expression. The author uses these two arguments to form a set of recommendations, guidelines, and principles for national and international policy.
