Education as a cultural right within the human rights framework” is the title of a paper presented by Patrice Meyer-Bisch, coordinator of the Interdisciplinary Institute for Ethics and Human Rights and the UNESCO Chair for Human Rights and Democracy at the University of Fribourg. Mr. Meyer-Bisch gave his paper at an international symposium held from March 8 to 12, 2004, at the University of Ouagadougou, Burkina Faso, on the theme The Right to Education: Effectivities in the South and the North. The author starts with the postulate that “the right to education is generally categorized separately in the human rights hierarchy—either as a social or cultural right—but without being clearly linked to other cultural rights.” He then seeks to show how interpretations of this right are enriched by the specificity of cultural rights, particularly with regard to the link between individual rights and their social dimensions. He sees the right to education as a right to a cultural experience that concretely addresses the relationship of the individual to the community. He stresses that “in cultural rights—or the right to access identity resources—we can and must draw a parallel with the right to access appropriate information.” And since “education and information are complementary aspects of the same capability, implementing rights to one necessarily implies corollary action regarding the other.” The author also stresses that “cultural values are neither a prerequisite nor a context, but rather factors of the individual and social capability we each have the right, freedom, and responsibility to develop through education and information, for ourselves and for others.” (Available in French)
