Presented by UNESCO’s Director General to members of the Executive Council, whose deliberations start on September 13, this report states that the purpose of the third and last session of the intergovernmental meeting was to enable member states to take forward the preparation of the preliminary draft convention in order to report to the General Conference of UNESCO at its 33rd session in October 2005. At the end of the discussions, the intergovernmental meeting adopted a text proposing a series of measures to protect and to promote the diversity of cultural expressions. It recommended, inter alia, to the Director-General that he submit the text as it stood to the General Conference at its 33rd session with a view to its adoption. As unanimity could not be reached on the text, despite the strong support expressed, the Director-General voiced the hope that, in the interval between the third session of the intergovernmental meeting and the forthcoming 33rd session of the General Conference, and especially at the 172nd session of the Executive Board or in Commission IV during the 33rd session of the General Conference, these few differences would be ironed out so that the few member states that had expressed reservations could endorse the future convention.

Without asking the Executive Council to recommend that the General Conference adopt the text “as is,” Director-General Koïchiro Matsuura recommends that the Executive Council take note of the text of the draft: “The Executive Board, (…) stressing that the governmental experts have fulfilled their mandate, namely ‘taking forward the preparation of the preliminary draft convention in order to report to the General Conference at its 33rd session,’ in accordance with 169 EX/Decision 3.7.2, takes note of the text of the preliminary draft adopted by the third session of the intergovernmental meeting of experts, held at Headquarters from 25 May to 3 June 2005, which will be examined by the General Conference at its 33rd session, in compliance with 32 C/Resolution 34.” [05-25]
