Following the examination of the Preliminary Study on the technical and legal aspects relating to the desirability of a standard-setting instrument on cultural diversity (166 EX/28 ) and the decision taken on the basis of that study (166 EX/3.4.3 ), the General Conference at its 32nd session, after examining document 32 C/52, adopted by consensus 32 C/Resolution 34

. By that resolution, the General Conference decided “that the question of cultural diversity as regards the protection of the diversity of cultural contents and artistic expressions shall be the subject of an international convention” and invited the director-general to submit to the General Conference at its 33rd session in 2005 “a preliminary report setting out the situation to be regulated and the possible scope of the regulating action proposed, accompanied by the preliminary draft of a convention on the protection of the diversity of cultural contents and artistic expressions.”

In this regard, within the statutory deadline, the director-general sent member states a preliminary report containing two preliminary drafts of a convention (CL/3747 of 3 March 2005). In the light of the progress achieved and the work remaining to be done, the Executive Board at its 171st session authorized the holding of a third session of the Intergovernmental Meeting of Experts (25 May-3 June 2005). At that session, a preliminary draft convention was adopted and the General Conference was recommended to adopt it without changes at its 33rd session

This report, which the director-general presented on August 4 to UNESCO members and which the General Conference will examine in October, includes a presentation document (33 C/23) accompanied by numerous annexes and corrections that successively address the following points:

  • Desirability of drawing up an international standard-setting instrument on cultural diversity (32 C/Resolution 34)
  • Cultural diversity: summary of preliminary work and category VI meetings of experts, and prospects (169 EX/Decision 3.7.2)
  • Report by the director-general on the progress towards the draft convention (171 EX/Decision 19)
  • Recommendation by t he third intergovernmental meeting of experts on the preliminary draft convention (3 June 2005)
  • Text of the preliminary draft convention on the protection and promotion of the diversity of cultural expressions
  • Revisions suggested by the secretariat for the sake of clarity and consistency [05-25]
