Culture and Sustainable Development: Examples of Institutional Innovation and Proposal of a New Cultural Policy Profile

United Cities and Local Governments (UCLG) has announced the release of a report entitled “Culture and Sustainable Development: Examples of Institutional Innovation and Proposal of a New Cultural Policy Profile.”

On its Culture 21 website, UCLG states that the report “A) Suggests that the new role for culture in sustainable development involves including a cultural perspective in all public policies. B) Proposes that a new cultural policy framework could be based on the argument that culture is the fourth pillar of sustainable development. C) Encourages hegemonic western cultures to consider the nature of the relation between culture and sustainable development. D) Supports the cultural diversity movement by warning of the limits of what institutions can do. E) Suggests that any new cultural policy framework should be able to rely on the skills and abilities of local and municipal governments. F) Offers a number of examples of institutional innovation in the relationship between culture and sustainable development. G) Asks that the new cultural policy framework be based on the “fourth pillar” argument and provides ten reasons for doing so. H) Proposes a new cultural policy framework with five main sections and twenty-one policy areas.”

UNESCO’s Division of Cultural Policies and Intercultural Dialogue commissioned Barcelona’s Institute for Culture—Barcelona currently chairs the UCLG Culture Commission—to carry out the study as part of a process entitled “Toward a New Cultural Policy Profile.” It is available in English from the Culture21 website.
