Does globalization threaten even the most intimate expression of culture-language? What is the future of linguistic diversity? Which international legal instruments guarantee the maintenance of cultural diversity? And how effective are they? For example, do trade rules interfere with linguistic policies and measures, as they do with cultural policies? Since no reflection on cultural diversity is complete without taking linguistic diversity into account, the Ministère de la Culture et des Communications commissioned this study by Professor Ivan Bernier, an eminent specialist on the issue of trade-culture interfaces. The study only represents the author's views, but makes a significant contribution to a dimension of the cultural diversity issue that is of particular importance to Québec.
