This interim report on the elaboration of a draft convention on the protection of the diversity of cultural contents and artistic expressions, entitled from now: Convention on the protection of cultural content and artistic expression, was submitted to the 169th session of the UNESCO Executive Board by UNESCO Director-General Koïchiro Matsuura to provide information on procedures and the timetable of steps leading to the adoption of the convention at the UNESCO General Conference in 2005. Mr. Matsuura pointed out that in accordance with consensus Resolution 32 C/34, the General Conference decided that “the most appropriate approach for dealing with the issue of cultural diversity in an international convention should be that regarding the protection of the diversity of cultural contents and artistic expressions.” He also concluded that “the best way to proceed in drawing up an international standard-setting instrument on the protection of diversity of cultural contents and artistic expressions would be to continue the reflection process initiated at the first Category VI meeting of experts held in December 2003.” The document also contains an appendix with proposals for Executive Board decisions concerning invitations to category II intergovernmental meetings on the draft convention.
