At the request of the European Commission, the ERICarts institute carried out a study from April to October 2008 on the support for artists and other culture professionals in Europe. A team of six and experts as well as national correspondents from 38 countries was put together. During the course of the study, ERICarts collected information on mobility trends in different regions of Europe, on recent debates taking place within individual countries, on existing mobility schemes (their objectives, types of support, target beneficiaries, eligibility conditions, and the nature of benefits), on the main motives for funding bodies to support mobility, and on the main sources where professionals can find information about mobility incentives or barriers. The team developed a classification of the main types and objectives of mobility schemes and tried to assess, on the basis of a rather limited supply of comparable data, their impact/effectiveness. The results of the study are presented in a final report with extensive annexes including case studies.
