Results of the 8th ordinary session of the Intergovernmental Committee

The 8th ordinary session of the Intergovernmental Committee of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions was held from December 9 to 11, 2014, at UNESCO headquarters in Paris.

Below are the highlights of the meeting.

Quadrennial periodic reports

  • Six new reports were examined and draft revised operational guidelines were adopted for Article 9, including the Framework for Periodic Reports. These draft operational guidelines must be approved by the Conference of Parties in June 2015. The Conference will need to consider digital issues and their impact on the diversity of cultural expressions from a transversal perspective for the next cycle of reports beginning in 2016.

International Fund for Cultural Diversity (IFCD)

  • Seven new funding applications were approved, a new call for applications was launched for 2015, and it was decided to pursue the fundraising strategy in 2015.

Articles 16 and 21

  • The analysis of the implementation and impact of Article 16 (preferential treatment for developing countries) and Article 21 (promotion of the principles and objectives of the Convention in other international forums) will continue.
  • The discussion session on these articles was postponed and will be held in parallel with the 5th ordinary session of the Conference of Parties in June 2015.
  • Training modules on implementation of Article 16 and 21 will be developed by the Secretariat as part of the overall capacity-building strategy.

Digital issues status report and required actions

  • This topic will be examined using the analytic summary of the quadrennial periodic reports submitted every two years.
  • The agenda for the discussion session to be held in parallel with the 5th ordinary session of the Conference of Parties was amended to add a point about the challenges of Convention implementation in the digital era.
  • It was decided to propose that the Conference of Parties mandate the Committee to prepare draft revised operational guidelines on digital issues and the diversity of cultural expressions that specifically take into account international cooperation.
